Health sharing disclosure
Health sharing is not insurance. Here is what that means.
Health sharing can cost less each month, but nobody has to pay your bills. Read this before you join any program.

Not insurance
In plain terms:
- No program has to pay any medical bill. Members share voluntarily under the program’s own guidelines.
- Many programs limit or exclude pre-existing conditions for one to five years, and many limit maternity.
- There is no state guaranty fund if a program fails.
- You cannot use ACA premium tax credits for health sharing.
- You remain responsible for your own medical bills.
ACA rules and state mandates
Since 2019 there is no federal penalty for going without coverage. Some places still have their own requirement:
The federal definition of a health care sharing ministry (26 U.S.C. 5000A(d)(2)(B)) requires, among other things, that the ministry has operated continuously since December 31, 1999. Read the statute.
Ministries vs cost-sharing programs
Not every “health share” is the same kind of organization:
- Health care sharing ministries are faith-based groups. Many states exempt them from insurance law if they meet conditions, including showing a state notice like the ones below.
- Medical cost-sharing programs(non-ministry programs, and membership companies that use one) usually do not qualify for those state exemptions. The ministry notices below do not apply to them. Read each company’s own disclosures and state notices.
- Crowdfunding programs help members raise money from other members. They are not insurance either.
These states have no explicit exemption for health care sharing ministries, which makes joining a riskier decision there: CA, CO, CT, DE, DC, HI, MA, MN, NV, NJ, NM, NY, OH, OR, RI, SC, VT.
MPB Health and Zion HealthShare
MPB Health is a membership-services company. It is not insurance and not a health care sharing ministry, and it does not guarantee payment of your medical bills. The cost sharing in its plans is administered through Zion HealthShare. Washington’s insurance commissioner ordered Zion to stop operating as an unlicensed insurer, and a Washington appeals court upheld that order. MPB Health is not offered in Washington.

Our paid-link rules
- No paid health-sharing links for visitors in WA, MD, PA, MT, FL. Several of these states bar ministries from paying people to enroll members, and Washington has fined a seller of a non-qualifying health share.
- No paid links when we don’t know your state, and none for anyone eligible for Medicare.
- Every health-sharing card shows the not-insurance notice, and ministry cards show your state’s notice.
State notices for health care sharing ministries
Many states require a ministry to show a specific notice on its applications and materials. We show your state’s notice on ministry cards. Here is every notice we have on file. Open a state to read it.
